WORLD HWA RANG DO® ASSOCIATION - MISSION STATEMENT

The World Hwa Rang Do Association (hereinafter referred to as WHRDA) was founded by Dr. Joo Bang Lee, who also founded the arts called HWA RANG DO® and TAE SOO DO®. The WHRDA, through the founder's teachings, is the sole, singular source of the bona-fide martial arts of HWA RANG DO® and TAE SOO DO® in the world.
The ideals and goals of the WHRDA revolve around the instruction of our current and future generations in strong leadership skills, development of mental and physical prowess coupled with the concepts inherent in the HWA RANG DO® code of ethics.
This is a traditional, proven method of developing human potentials, including training in philosophies, cultural exchange, knowledge, patience, mental concentration, and focus. Martial art instruction differs from other academic training in that one learns skills that if misapplied can be detrimental to others. Therefore, strict, governing guidelines must be exercised when licensing professional instructors and facilities. A continuing program of advanced education and reevaluations is necessary to ensure that the highest quality instruction is available to the public.
In order to maintain such high standards, a singular organization (WHRDA) is established that collectively self-governs all it's licensed instructors and academies and to adequately protect the quality of the teachings, skills, and objectives of it's founder.
In today's modern society, and in a majority of countries, there are no regulating agencies or organizations concerning the regulating of bona-fide qualifications of instruction in the martial arts. This is due in part to a multitude of different styles of martial arts as well as to refrain from a "restraint of trade" in a business sense. It is the WHRDA's collective opinion that this can pose a potentially dangerous situation to the public.
By teaching anyone the physical means to cause injury or worse to another human being without teaching the proper moral restraint, mental training, and behavioral instruction is tantamount to giving someone a weapon whose mental and/or moral integrity is not known.
Without a qualifying set of guidelines, anyone can claim to be an instructor of a martial art since there is no governing agency to dispute or corraborate these individual's claims. As a result, there are many false instructors of martial art in the public today.
As the singular source of HWA RANG DO® and TAE SOO DO® in the world, it is a main objective of the WHRDA to self-regulate our own members to ascertain that only the highest quality instruction is given to our members and the public at large.
The primary purposes and objectives of the World Hwa Rang Do® Association are to serve and protect our membership and communities as follows:

Quality Control: To ensure the highest quality instruction available to the public and to maintain the highest levels of expertise found in HWA RANG DO® & TAE SOO DO® as taught by it's founder
Promotion: To actively promote and further disseminate the teachings of this sole source of the martial and healing art of HWA RANG DO® and the sport of TAE SOO DO® to all corners of the globe.
Education: To provide as an educational source , continual instruction in all phases of these multifaceted martial arts, with continued educational opportunities to all its members
Business Enhancement: To provide for an organizational forum for the exchange of business information; ideas; technical training, and growth techniques to it's professional members.
Civic Duties: To establish a series of information and educational programs to encourage interaction with government, corporate, and community-based organizations from local levels through global interactions to assist in our mutual goals.
Youth Programs: To further develop the leadership qualities of our youth, especially assisting those youngsters designated " at risk" , through the tenets of HWA RANG DO® and TAE SOO DO®
Scholarships: To provide scholarships for those individuals whose needs qualify them to receive such assistance
Protection: To protect the reputation of HWA RANG DO® and TAE SOO DO® from non-qualified individuals who falsely claim to teach these martial arts for the benefit of the WHRDA membership and the public at large

.I. STUDENTS / GENERAL MEMBERSHIP
Anyone who practices the martial art of HWA RANG DO® and/or the martial sport of TAE SOO DO® is considered a student. ALL students must be members of the World Hwa Rang Do® Association to be officially recognized as a bona-fide student.

A. BEHAVIOR - As a student of HWA RANG DO®/ TAE SOO DO® it is of utmost importance to abide by a martial code, a code of honor. A warrior personifies one with high moral repute, compassion for humanity, respect for one's self and others, and a constant and never-ending quest for self betterment and personal excellence. The set forth rules are to help you become a more dignified individual who understands and exemplifies the importance of integrity and the indomitable spirit.
As a student of HWA RANG DO® and/ or TAE SOO DO® it is your duty to:
01. Always follow the tenets of our code of ethics
a. Maintain loyalty to your country
b. Always be loyal to your parents
c. Always be loyal to your teacher
d. Practice trust and camaraderie with your friends
e. Maintain courage when faced with difficulties
f. Never abuse your skills
g. Always personify the qualities of humanity, justice, courtesy, wisdom, trust, goodness, virtue, loyalty, and courage
02. Always show respect to your elders
03. Always maintain a clean body and mind
04. Never abuse drugs and /or alcohol
05. Never get involved with gangs
06. Always follow the Academy rules indicated in your manual
07. Always strive to be the best in everything you do
08. Junior members shall always follow the 9 home rules found in manual
09. Junior members shall periodically complete the Personal Conduct Profile
10. Respect must be shown to all senior students
11. Support and assistance shall be given to all lower ranked students
12. Offer your assistance to those in need
13. Always assist and support your Academy's functions towards our collective goals.

B. MEMBERSHIP - As we live in an ever-changing world, it is important to remain with our feet firmly planted on the ground. We must forge an immovable foundation in which our future generations will have the opportunity to feel the power of unity and strength within a family. Our association is this foundation that will help us realize our collective dreams together as one. Your obligation to the association brings us one step closer to our goals and aspirations.
01. Passports - The WHRDA passport issued to you is the only official document that is recognized by all HWA RANG DO® & TAE SOO DO® Academies and Clubs showing your active membership status and rank level. Your passport is your proof that you are a recognized practitioner of HWA RANG DO® and/or TAE SOO DO®.
a. Upon enrollment in your course of study, you must complete the WHRDA Membership Application (WHRDA Form # A-001) and send it with (2) 1inch x 1 inch sized facial pictures and appropriate fees to WHRDA World Headquarters, Membership Division with annual membership fee of $30.00US (Money Order or Cashier Check)
b. You will receive your official stamped & signed passport shortly after submitting your application (if you don't receive it within 2 weeks, call the World Headquarters at (562) 861-0111 or fax (562) 861-3762).
c. Fee structures for membership are structured for annual renewal, so be sure to submit it with the appropriate fees 30 days prior to it's expiration (mail to WHRDA World Hdqts. with your passport and fee)
d. Your signed, stamped & validated record of graduations (belt rankings) shows that you are authorized as achieving that rank. Without the official stamps & signatures, you will only be recognized at the last level officially validated.
e. You must have a valid WHRDA passport to test for any rank promotions
f. If you transfer from one location to another, send in a new application with your new number and previous passport to exchange it for a new passport (new processing fee - $20.00 US and (2) 1-inch by 1-inch pictures)
g. If you have been absent for a long period of time and recommence your training, you may either:
1. Continue to hold your previous rank if you pay all previous membership fees for the intervening previous years or
2. Start as a white belt without payment of previous years
h. Membership in the WHRDA may not be transferred.
i. In order to test for your 1st Dan Degree Black Belt (Cho Dan) you must submit your validated student passport, denoting the dates & terms of your grade promotions as well as any official seminars, clinics, or courses attended that were offered and sanctioned by the WHRDA
j. The WHRDA is the ONLY issuing agency for a bona-fide validated WHRDA passport. Anyone caught with a forged stamps/signatures or counterfeit passports / membership cards may be liable for prosecution.

C. UNIFORMS & EQUIPMENT - The proper equipment and tools are needed in order to be successful in any endeavor. The martial arts of HWA RANG DO® and TAE SOO DO® are unique within the world, therefore the WHRDA has developed our own unique, standardized and patented uniforms and color patterns to establish our separate, easily visible, identity from other martial arts.
01. Uniforms - The customized uniforms of HWA RANG DO® and TAE SOO DO® are distinctive to our arts and should be worn in their entirety with pride and honor.
a. Always wear only sanctioned, official HRD & TSD uniforms which are available from the WHRDA and your Academy. These uniforms are not available through any other supply stores.
b. No other uniform or color combinations are allowed
1. No other martial art style uniforms are permitted, including any self-designed or master/instructor designed variations.
2. Color combinations are indicative of rank and must be adhered to.
c. Specifics for your uniform are found in your manual
d. ANY variations from the WHRDA sanctioned uniforms are not allowed
02. Equipment - The WHRDA has procured only the finest protective gear for your collective safety. Uniformity has been considered for a standardized, distinctive appearance as well.
a. Only authorized, official equipment is allowed (available only from the WHRDA and your Academy. If you wish additional martial arts-related equipment, ask your master/instructor to contact the WHRDA for items not available).
b. For your safety, protective equipment is mandatory when sparring
c. To show our distinctive martial arts, No other type or style of equipment or color combinations are allowed (previously owned equipment may be phased out as finances allow)
d. For your knowledge and progression, you are encouraged to purchase the HWA RANG DO® and / or TAE SOO DO® manuals, books, videos, and other sanctioned materials as they come available.
e. Ask your instructor for a list of equipment and related items.

D. PUBLICATIONS / WORKS - The WHRDA, through the founder's teachings is the sole, singular source of the bona-fide martial arts of HWA RANG DO® and TAE SOO DO® in the world. It is our responsibility to maintain the highest quality control of all publications or productions representing our arts to the public at large. All publications/works must be reviewed by the WHRDA Quality Control Committee prior to release to the public to:

• ensure the accurate portrayal of our cherished arts
• minimize any misrepresentation
• maintain accurate historical account
• maximize the interests of public safety
  

01. Publications/ Works Defined: Any publications, books, manuals, magazines, news, articles, newsletters, periodicals, video recordings, films, movies, audio recordings, training films, cassettes, records, CD's, CD-ROM's, tapes, computer programs, and any printed matter concerning the martial arts and healing art of HWA RANG DO® and TAE SOO DO®.
02. Students can not make any instructional works
03. Students can not publish any works without the express written official authorization of the WHRDA . Failure to comply can result in criminal prosecution.

E. TRAINING AT OTHER ACADEMIES/ CLUBS
01. On a visiting basis, you may train at other HWA RANG DO® / TAE SOO DO® facilities upon showing the instructor your validated WHRDA passport and a note from your master / instructor (WHRDA Form # A-016) stating that you have his/her permission to do so and that you are current with your financial obligations at your dojang.
02. To transfer to another Academy, you must obtain permission from your current instructor as well as the instructor of the new location.
03. In the event of transfer to another location, you must exchange passport with World Hdqts.

F. RANK PROMOTIONS (TESTING) - All students are encouraged to test for the next belt rank (kub) promotion upon approval of your master / instructor. Testing is an important growth factor and a determining means to judge advancement and individual progress.
01. All students testing for Color Belt ( Kub) rank must fulfill the following:
a. Current Membership status in WHRDA (bring your passport)
b. Current status in Lesson Fees and any other financial obligations
c. Master / Instructor approval
d. Complete testing application form ( WHRDA Form # A-005)
e. Wear clean, complete uniform
f. Bring mandatory sparring equipment
g. Completion of all material for your rank (as noted in your manual)
h. All the appropriate testing fees
i. Student is responsible for obtaining a partner for your test
02. All Kub Testing is comprised of:
a. Written Test
b. Oral Questioning
c. Physical test
d. Completed Personal Conduct Profile (Jr. members 12 yrs & under)
e. Attitude
f. Respect
g. Demeanor
h. Technique - power, speed, position , balance, coordination
03. Scoring - 100 points maximum
a. 60-90 points needed to pass to next level
b. Over 90 points is a double-pass (i.e.-white belt bypasses orange belt to receive a yellow belt) - all material in the bypassed belt must be learned but you may continue to learn through the new rank without additional testing.
c. Under 60 points total fails (if a student fails his/her test, upon the next testing opportunity, he/she pays 50% of the testing fee)
d. 60 - 65 points means a time requirement before achieving the new rank (generally for a specific weakness) - the student must re-test after 2 weeks to one month before their master/instructor to prove that they've improved in that area - there is no fee for this re-test.
04. Special Test / Private Testing - In the event that a student cannot attend a regularly scheduled promotional exam, it is possible to arrange a special test upon their submitting adequate proof that they cannot attend (i.e. - job requirements, etc.). Testing fees for such tests are the regularly set fee plus 50%.
05. Post test requirements:
a. Until receiving new belt rank, student must review their previous material.
b. A belt ceremony will be conducted the following Saturday (unless otherwise noted) at which time those students who passed will receive their new belts - all students who tested must attend. Failure to do so will result in delay of rank (unless a valid reason keeps them from attending)
06. Miscellaneous - During a Kub Testing, parents may film to photograph their child during the testing, though this is not allowed during black belt testing
07. All students testing for Black Belt (Cho Dan) must fulfill the following:
a. Current Membership status in WHRDA
b. Current status in Lesson Fees and any other financial obligations
c. All official paperwork is to be completed and sent to WHRDA Int. Hdqts. 2 weeks prior to testing (copies of forms attached):
1. WHRDA Form # A-006 Black Belt Candidate Check List
2. WHRDA Form # A-007 Student Attendance Record
3. WHRDA Form # A-009 Degree Dan Testing Application
4. WHRDA Form # A-010 Letter of Recommendation

d. All Testing & Processing Fees are to be paid by Money Order or Cashiers Check and sent to WHRDA Int. Hdqts 2 weeks prior to testing (fees are indicated on WHRDA Form # A-009).
1. Annual Membership Assessment must be paid within 1 month of testing.
e. Written Examination (taken at Int. Hdqts.)
f. Oral Questioning
g. Physical Testing Examination (see attached dan requirements in student manual)
h. ALL black belt testing is done at the World Headquarters under the Founder / President's supervision unless he directs otherwise.
i. Upon the successful completion of your examination, you will be notified of your results, and will be awarded your degree at an official Black Belt Ceremony approximately one month after the testing date.
j. WHRDA Form # A-014 (Black Belt Initiation Oath) must be signed and thumb-printed upon induction into Black Belt of HWA RANG DO® and/or TAE SOO DO®

G. BLACK BELT CLUB (BBC) - Membership in the BBC is available for any student who makes the commitment to train through achieving their black belt. Additional private and group lessons are available to the BBC members, thus enabling them to achieve their objectives at a faster pace. In order for the BBC member to maintain their active status, they must continue to train on a regular basis. If for some reason(s) training has to be detained for a period of time, BBC members must contact their master/instructor to put a hold on their program, and must stay in contact (via phone or letter) until such a time that they can recommence their training. If contact is not made for a period of six months, the BBC member can risk losing the privilege of being a BBC member, without any financial remuneration from the academy. The BBC does not guarantee someone their black belt, but rather guarantees that their lesson fees are paid until they achieve Cho Dan Degree.

H. PENALTIES / DISMISSAL / REDUCTION IN RANK
01. For any negligence, disobeying or improper behavior, the student may be suspended, dismissed, expelled or reduced in rank, dependent upon the serious nature of the violation. The offending student can be suspended, dismissed or expelled by the Academy owner or his master / instructor for any such violation.
a. The academy owner must send documents of any such student expulsions / dismissals / reductions to World Hdqts. (WHRDA Form # A- 024)
02. The offending student who is dismissed or expelled or reduced may formally contact the WHRDA Judicial Committee via letter and any supporting documents (addressed to WHRDA World Headquarters) to set a review date to contest the dismissal, if the Judicial Committee finds it appropriate to do so after review of the correspondence letter and interview with the offending student's master / instructor.
03. Upon termination, the offending individual must cease using the art's name (HWA RANG DO® or TAE SOO DO® or any similar variation), master's name, techniques, uniforms, and/or patches in any commercial, noncommercial, public, or private instruction of martial arts, athletics, sports, or therapies, whether it be in person or through any communications medium .
04. If the offending individual refuses to abide by the above requirement within three months:
a. The WHRDA reserves the right to publish his/her name and a description of the violations that led to his/her termination in any medications medium, including the HWA RANG DO World Headquarters website;
b. Because the resulting damages to the reputation, coherence, and stability of the martial art HWA RANG DO®/TAE SOO DO® would be impracticable to determine or quantify, the offending individual agrees to pay the sum of $20,000 to the WHRDA as liquidated damages. These liquidated damages are to be in addition to any injunctive relief and forfeiture of profits available under applicable contracts and law.
c. If any legal action, including arbitration or an action for declaratory relief, is brought to enforce or interpret the provisions of these Rules and Regulations (regardless of whether the legal claims sound in contract, tort, or any other applicable body of state or federal law), the prevailing party shall be entitled to recover reasonable attorneys' fees from the other party. These fees, which may be set by the court in the same action or in a separate action brought for that purpose, are in addition to any other relief to which the prevailing party may be entitled.
d. Any litigation arising out of the enforcement of these Rules and Regulations shall be brought in the courts located in the State of California. Any litigation brought in federal court will be brought in the Central District of California. Any litigation brought in state court will be brought in the state courts of either Los Angeles County or Orange County. In joining the WHRDA, individuals hereby expressly consent to the exercise of personal jurisdiction by any and all courts located in the State of California for claims that arise out of their relationship with the WHRDA.

I. ADDITIONAL CONSIDERATIONS
01. Upon achieving Black Belt or if interested in becoming a Professional, additional rules, and regulations apply.
02. If Black Belts from other martial arts wish to enroll in HWA RANG DO® and/or TAE SOO DO® the following procedures must be followed:
a. Loyalty & affiliation must be conducted with only HWA RANG DO® & TAE SOODO®
b. Must drop former affiliation and former martial art technique and protocol (because a martial artsman should have loyalty to only one family, not split loyalties & agendas).
c. Must sign and agree to the terms of WHRDA Form # A-013.
d. Upon completion of TAE SOO DO® requirements for Black Belt, you may start HWA RANG DOŽas a Yellow Belt.
e. Other style Black Belts start HWA RANG DO® as a white belt.
f. We will not accept individuals who only wish to learn HWA RANG DO® and/or TAE SOO DO® in order to go back and incorporate our arts into some other martial art style or other martial art names (real or fictitious)
g. If a Professional martial artist from other martial arts wishes to transfer to HWA RANG DO® / TAE SOO DO®, they must first complete the necessary paperwork (WHRDA PACKET FOR POTENTIAL PROFESSIONALS) and submit it for viewing by the appropriate WHRDA Licensing Committee. Upon determination from the WHRDA, permissions will be granted or denied for them to commence training. All Bylaws, Rules, and Regulations regarding Professional Members will be in full effect.
03. Teaching:
a. Students can not teach HWA RANG DO® or TAE SOO DO®
b. Under special circumstances, permission to teach certain elements can be granted by the WHRDA, but only after Master / instructor approval and recommendation, with the personal profile of the individual sent to WHRDA with the reasons for special treatment. After review by WHRDA committee, permissions will be granted or denied.
c. In all cases, individuals who receive permission from the WHRDA will receive the appropriate license directly from the WHRDA World Hdqts.
d. Without Certifications to teach, one cannot be called Instructor or Sa Bum Nim but rather YOO DAN JA (black belt) or SUN BAE NIM
e. Students and Black Belts must not teach other martial art stylists (cannot adopt HWA RANG DO® / TAE SOO DO® techniques with other styles in order to protect the integrity of our martial arts)

II. BLACK BELTS
Every journey must have a destination, yet during this journey we are faced with many obstacles and challenges that deem this destination very difficult to attain. Yet these very obstacles are the reasons that drive us towards our goals, instills fortitude that will conquer any barrier that stands before us. Through our journey in HWA RANG DO® and TAE SOO DO®, we grow from a beginner (white, orange, and yellow belt) into an intermediate level student (green, purple, and blue belt), and then develop into an advanced level of skill (brown, red, and 1/2 black belt). During this part of the journey we realize our weaknesses and develop our strengths in mind, body, and spirit. As this journey reaches its pinnacle - the top of the mountain - we attain the coveted Black Belt. Yet, as we reach this mountain top, we realize the many more mountain tops that lie before us that must be attained. So to be called a Black Belt is a most honored, highly respected position, yet it is just the beginning of your study of true martial art. As a Black Belt, you are now recognized directly by the WHRDA as a leader and guide to your younger siblings and/or students. A Black Belt symbolizes modesty, self-sacrifice, honesty, self-respect., integrity, courage, responsibility, and indomitable spirit. It is not the belt that is upon your waist that matters, it is the person that wears the belt that makes the difference. Therefore, you must contribute your selfless devotion to the continued prosperity of those around you, your personal growth, and the growth of our association.
Any individual who has successfully met the requirements set forth in the student manual and tested for, and received their black belt through the WHRDA.

• TAE SOO DO®- A black belt degree holder in TAE SOO DO® should continue their education by training in HWA RANG DO®. A 1st Dan Degree black belt in TAE SOO DO® will receive a yellow belt in HWA RANG DO® (Chil Kub). However, they must be familiar with all white belt ( Moo Kub ) and orange belt ( Phal Kub ) material.
• HWA RANG DO® - A black belt degree in HWA RANG DO® has a concurrent Black belt degree in TAE SOO DO® of their current HWA RANG DO® Dan Degree plus one degree (i.e.- a 1st Dan Degree in HWA RANG DO® is also a 2nd Dan Degree in TAE SOO DO®) after satisfying the requirements of TAE SOO DO®

B. CONTINUED TRAINING - As a black belt in HWA RANG DO®, periodic continued training is necessary to maintain and upgrade your ability levels. In order to keep your rank in active status, you must abide by the continuing education requirements:
01. Continue to train actively 2-3 times per week as you did as a kub level student.
02. Submit WHRDA form # A-008 ( Black Belt Continuing Education Record) to WHRDA when submitting your BB passport for your annual re-validation.
03. Continue your payment plans for lesson fees as set forth by your Academy.
04. Instructional Scholarships are available for qualifying individuals who assist their master / instructor. See your master / instructor for details (generally assisting your master / instructor by teaching 2-3 hrs. per week and by administrative work 2-3 hrs. per week - as a minimum guideline).

C. PROMOTIONAL EXAMINATIONS
01. All promotional examinations for black belt levels are to be conducted at the WHRDA World Headquarters or at the discretion of the Founder / President.
02. The Testing Requirements for ALL black belts 2nd Degree (E Dan) and over include the following:
a. Current Membership Status in WHRDA
b. Current status in all Lesson Fees and any other financial obligations
c. All official paperwork is to be completed and sent to WHRDA World Headquarters 2 weeks prior to testing ( copies of forms are attached)
1. WHRDA Form # A-008 BB Continued Education Record
2. WHRDA Form # A-009 Degree Dan Testing Application
3. WHRDA Form # A-010 Letter of Recommendation
4. Upgrade information on WHRDA Form # A-011. A-012

All publications/works must be reviewed by the WHRDA Quality Control Committee prior to release to the public to:

• ensure the accurate portrayal of our cherished arts
• minimize any misrepresentation
• maintain accurate historical account
• maximize the interests of public safety
  

01. Publications/ Works Defined: Any publications, books, manuals, magazines, news, articles, newsletters, periodicals, video recordings, films, movies, audio recordings, training films, cassettes, records, CD's, CD-ROM's, tapes, computer programs, and any printed matter concerning the martial arts and healing art of HWA RANG DO® and TAE SOO DO®.
02. Creating publications/works as defined above is heartily encouraged so long as the following rules and regulations are followed:
a. Prior to writing, creating, producing, or fabricating any such publication/ work. all Black Belts/ Instructors will receive advance written authorization from the WHRDA to do so, with a separate contractual agreement with the WHRDA for each individual project.
b. Such publications must be reviewed in a rough draft form and again in a finalized form to the WHRDA World Hdqts. for written approval prior to the release of such publications / works.
03. All Provisions of WHRDA Form # A-013 are in full effect.
04. All copyrights and/or patents of such works shall be held in the name of the WHRDA. Black Belt and WHRDA agree that they will cooperate in all respects necessary to the protection and maintenance of copyrights and patents.
05. Black Belts / Instructors can not make instructional works (since the source of information concerning HWA RANG DO® & TAE SOO DO® is located at the WHRDA World Hdqts.- instructional material will only come from here)
06. Any violations may result in criminal prosecution.

E. SEMINARS / CLINICS / TEACHING
01. No individual (s) may conduct a seminar / clinic on their own - only through the World Hdqts.
02. In order to teach , all black belts must be licensed through the WHRDA and must comply with the rules/regulations in ( Section IV. Professional Categories - A. Instructors ) of these Rules & Regulations.
03. ALL seminars, clinics and specialized training programs need to be pre- approved by the World Hdqts. at least 2 weeks prior to conducting such events. (A tentative schedule depicting dates, times and course content is ideally setup far in advance so that the WHRDA can assist in publicizing each event)
04. All seminars, clinics and specialized training programs need to be pre-approved by World Hdqts. prior to any public advertisement for these events
05. All Affiliate Members must file their reports directly to World Hdqts.
a. Pre-approval permits ( WHRDA Form # A-021) received 2 weeks prior to event
b. Course- content information (WHRDA Form # A-022) received 2 weeks prior to event
c. Post course information ( WHRDA Form # A-023) received within 2 weeks after event
d. Any videos and media coverage from said event received within 2 weeks after event
06. Applicable fees received within 1 week after event:
a. Unless otherwise directed, 30 % of the monies realized from any sanctioned event (seminar, clinic, etcetera) will be sent to WHRDA Country Headquarters (or in its' absence, World Headquarters)
b. % can change dependant upon the individual situation (details accomplished with WHRDA World Hdqts. prior to seminar / clinic)

F. PENALTIES / TERMINATION / REDUCTION IN RANK
01. The same rules and regulations regarding students are in effect for Black Belts as well, except that a review of actions is mandatory and the black belt must go before the WHRDA Judicial Committee
02. Penalties - Penalties may be assessed upon the infringement of any rules and regulations found herein, dependent upon the severity of the infraction.
a. Failure to pay necessary annual membership fees in a timely manner may result in late charges being assessed in an amount of $ 5.00 US for each month late (starting 30 days after the due date).
b. All moneys received from unauthorized instruction are subject to seizure by WHRDA
c. All moneys received from unauthorized works (as previously defined in section D) are subject to seizure by the WHRDA.
03. Offending Black Belt will print at his expense written retractions of any actions by the Black Belt which give an incorrect or negative image of HWA RANG DO® or TAE SOO DO®, at the option of the WHRDA Judicial Committee.
04. Offending Black Belt is financially responsible for any and all damages incurred by the WHRDA, including assessed damages.
a. All moneys received from unauthorized testing are subject to seizure by WHRDA.
b. If the WHRDA deems it necessary to procure the services of an attorney (s) to obtain compliance with a demand to cease any activity and/or an accounting of the finances involved, the offending Black Belt is liable for all attorney's fees and other legal costs incurred by the WHRDA.
05. Termination - The WHRDA reserves the right to retract or reduce the Black Belt's status, authorizations and certifications to instruct at anytime. Reasons for retraction or reduction of status and/or authorizations and / or termination include (but are not limited to):
a. Conviction of criminal activity
b. Mental instability
c. Any actions or series of actions that the WHRDA Judicial Committee deems as misrepresenting the martial art of HWA RANG DO® or the martial sport of TAE SOO DO®.
d. Any action or a series of actions that could prove to be a menace to the public and/or society. Including but not limited to: abuse of power as instructor/master position. Sexual misconduct with students and family members. Beating of students, family members, and/or members of the general public. And all other actions deemed in violation of the basic principles of humanity as set forth in the HWA RANG DO® Meng Sae.
e. Nonpayment of annual WHRDA membership dues for 3 years (without a valid reason - in cases of severe financial hardship, call WHRDA World Hdqts. to set up a reasonable payment plan).
f. Inactive status for over 6 months without notification or without valid reason.
g. Teaching without license or authorization.
h. Operating a professional teaching facility without proper certification.
i. Producing any unauthorized works.
j. Disobedience to their master/ instructor.
k. Any terminated Black Belt / Instructor can not teach HWA RANG DO® and/or TAE SOO DO® to the public, and any club, academy or place must be closed down
l. Any terminated Black Belt must return all certifications, passports or paperwork to the WHRDA World Hdqts.
m. Any infraction of the Black Belt Agreement (WHRDA Form # A-013).
06. Upon termination, the offending individual must cease using the art's name (HWA RANG DO® or TAE SOO DO® or any similar variation), master's name, techniques, uniforms, and/or patches in any commercial, noncommercial, public, or private instruction of martial arts, athletics, sports, or therapies, whether it be in person or through any communications medium .
07. If the offending individual refuses to abide by the above requirement within three months:
a. The WHRDA reserves the right to publish his/her name and a description of the violations that led to his/her termination in any medications medium, including the HWA RANG DO World Headquarters website;
b. Because the resulting damages to the reputation, coherence, and stability of the martial art HWA RANG DO®/TAE SOO DO® would be impracticable to determine or quantify, the offending individual agrees to pay the sum of $20,000 to the WHRDA as liquidated damages. These liquidated damages are to be in addition to any injunctive relief and forfeiture of profits available under applicable contracts and law.
c. If any legal action, including arbitration or an action for declaratory relief, is brought to enforce or interpret the provisions of these Rules and Regulations (regardless of whether the legal claims sound in contract, tort, or any other applicable body of state or federal law), the prevailing party shall be entitled to recover reasonable attorneys' fees from the other party. These fees, which may be set by the court in the same action or in a separate action brought for that purpose, are in addition to any other relief to which the prevailing party may be entitled.
d. Any litigation arising out of the enforcement of these Rules and Regulations shall be brought in the courts located in the State of California. Any litigation brought in federal court will be brought in the Central District of California. Any litigation brought in state court will be brought in the state courts of either Los Angeles County or Orange County. In joining the WHRDA, individuals hereby expressly consent to the exercise of personal jurisdiction by any and all courts located in the State of California for claims that arise out of their relationship with the WHRDA.

G. AUTHORIZATION CERTIFICATES
01. Unless otherwise directed, Black Belt Certificates are valid for a 2 year time limit, at which time new certificates will be sent to you upon your fulfilling your obligations.

H. ADDITIONAL CONSIDERATIONS
01. Any Black Belt who wishes to work in the capacity of a professional has additional rules and regulations to comply with.

III. CORPORATE MEMBERSHIP / HONORARY MEMBERSHIP
A. CORPORATE MEMBERSHIP - Any business entity or business organization which has or seeks to develop a company policy to actively engage in the development of business relations coupled with the instruction of HWA RANG DO® and/or TAE SOO DO® for it's officers and/or employees, and/or a supporting or sponsorship type role in the furthering of the WHRDA's stated goals and has demonstrated such efforts may apply to become a corporate member.
01. Corporate members may serve on the advisory board, pending approval of the Board of Directors.
02. They are dues paying members.
03. All rules and regulations applying to student/general membership are in effect for corporate members.

B. HONORARY MEMBERSHIP - Honorary members are individuals (or Companies) who have distinguished themselves by making notable/significant contributions toward the goals of the WHRDA.
01. These distinguished individuals ( or groups )are appointed by the Board of Directors and are not required to pay financial dues.
02. These members are invited to participate in all WHRDA activities.
03. All rules and regulations applying to student / general membership are in effect for honorary members.

IV. PROFESSIONAL CATEGORIES

A. INSTRUCTORS
01. DEFINED - Anyone who is authorized and licensed through the WHRDA to teach HWA RANG DO® and/or TAE SOO DO® and who dispenses the teachings of HWA RANG DO® and/or TAE SOO DO®. (Affiliates are authorized, licensed individuals or group of individuals, i.e- Mobile Training Team, who have received special training to teach specialized programs-generally seminars, clinics, etc.) ALL Professional Members (including assistant instructors, instructors, masters, affiliates, club owners, academy owners and non-teaching owners) shall comply with the stipulations set forth below:
02. QUALIFICATIONS for Instructor (or Assistant Instructor) must:
a. Be a WHRDA Licensed Black Belt in good standing
1. In special circumstances a color belt may act in the capacity of an assistant instructor, but only after receiving written authorization, and certification of license from the WHRDA World Hdqts., ( these individuals are still bound by all the rules and regulations found herein).
b. Be a WHRDA Licensed Instructor (or Assistant Instructor ).
c. Be 18 years of age or older.
d. Junior Black Belts are not instructors.
e. Black Belts without Instructor License are not instructors.
03. BEHAVIOR - As an instructor, it is your duty to set the example for your students, and to personify the tenets of our code of ethics. The role of instructor is one that carries a great responsibilty and is not to be taken lightly. In addition to being a role model for your students you must:
a. Abide by all rules and regulations set forth for the student / general membership and comply with all academy rules and protocol as outlined in the student manual.
b. Sign and abide by the provisions set forth in the attached WHRDA Black Belt / Professional Member (Licensing) Agreement (WHRDA form # A - 013).
c. Represent yourself as a qualified black belt / instructor in HWA RANG DO® or TAE SOO DO® and no other martial art or martial art organization affiliation.
d. Keep current on all your assessments.
e. Assist your master / instructor and the WHRDA whenever possible towards the goals of HWA RANG DO® and TAE SOO DO®.
f. Train diligently to increase your knowledge and ability levels.
g. Assist all students in their advancement
04. CONTINUED TRAINING - As a black belt / instructor in HWA RANG DO®, periodic continued training is necessary to maintain and upgrade your ability levels. In order to keep your rank in active status, you must abide by the continuing education requirements:
a. Continue to train actively 2-3 times per week as you did as a kub level student.
b. Submit WHRDA form # A-008 ( Black Belt Continuing Education Record) to WHRDA when submitting your BB passport for your annual re-validation.
c. Continue your payment plans for lesson fees as set forth by your Academy (if applicable)
d. Instructional Scholarships are available for qualifying individuals who assist their master / instructor. See your master / instructor for details (generally assisting your master / instructor by teaching 2-3 hrs. per week and by administrative work 2-3 hrs. per week - as a minimum guideline (if applicable)
e. Review and perfect currently known techniques/forms/etc.
f. Continue to learn new material via seminars, continued training with your master / instructor and/or through WHRDA sanctioned videos.
g. In the event techniques / forms / etc. are forgotten, contact your master / instructor or World Hdqts. for clarification
h. Participate in a continued education program (teaching methods) approved by the WHRDA to help instruct and retain your students.
i. Participate in a continued education program ( business management) approved by the WHRDA to help build your business.
05. PROCEDURES to Follow:
a. Rules:
1. All rules and regulations regarding Black Belts (Section I , Article B) are in effect for Professional Members
2. There shall be no " garage " instruction or teaching in unauthorized locations.
3. There shall be no instruction in "parks" or open areas where classes are held except in cases of sanctioned seminars or occassional classes held by an academy / club.
4. Testing for Kub Levels is to be done only at authorized Academy locations.
5. Follow the guidelines set forth in the WHRDA Business Packet.
6. Purchase all uniforms and equipment through the WHRDA only.
7. Any terminated Black Belt / Instructor can not teach HWA RANG DO® and/or TAE SOO DO® to the public, and any club, academy or place must be closed down.
8. Any terminated Black Belt / Instructor must return all certifications, passports or paperwork to WHRDA World Hdqts.
9. Affiliate relationships may range from collaborative efforts and activities with other organizations to formalized contractual agreements, all pre-approved by the Board of Directors and the President. ALL contractual agreements with any companies or organizations must be pre-approved by the WHRDA Board of Directors.
10. No one can make or cause to be made another martial art organization.
11. Additional rules / regulations are applicable to Club & Academy owners.
b. Licensing
1. ALL professional members must sign and abide by the Black Belt / Professional Member Agreement - Licensing Agreement (WHRDA Form # A-013)
2. All Instructors and assistant instructors must receive authorization and Certificates of License to conduct such activity from the WHRDA World Hdqts.
3. Annual recertification and accreditation is in effect for all Instructors to maintain the highest quality of instruction to the public.
4. All Instructors/ Asst. Instructors must submit an instructor permit (WHRDA Form #A-019) with the appropriate fees to the WHRDA World Hdqts. annually.
5 Unless otherwise directed, Black Belt Certificates are valid for a 2 year time limit, at which time new certificates will be sent to you upon your fulfilling your obligations.
6. Unless otherwise directed, Instructor Certificates are valid for a 2 year time limit, at which time new certificates will be sent to you upon your fulfilling your obligations.
c. Reporting - Reporting activities is necessary to assist the instructor in building his business and for the Association to assist other instructors who may benefit from the experiences of other successful instructors.
1. Must file monthly reports (WHRDA Form # A-020).
2. Must file appropriate seminar/clinic reports (if applicable)

All publications/works must be reviewed by the WHRDA Quality Control Committee prior to release to the public to:

3. All moneys received from unauthorized works (as previously defined in section .06) are subject to seizure by the WHRDA.
4. All moneys received from unauthorized testings are subject to seizure by WHRDA.
5. The WHRDA Master's Committee may assess financial penalties dependant upon the severity of the infraction, after review of the WHRDA Judicial Committee.
b. Offending Black Belt will print at his expense written retractions of any actions by the Black Belt which give an incorrect or negative image of HWA RANG DO® or TAE SOO DO®, at the option of the WHRDA Judicial Committee.
c. Offending Black Belt is financially responsible for any and all damages incurred by the WHRDA, including assessed damages.

B. CLUBS
01. PROCEDURES
a. Prior to Opening
1. Contact the World Hdqts. for Club Packet
2. Fulfill requirements set forth in the Club Packet
b. Ongoing
1. Purchase all equipment solely from the Governing Academy (or Hdqts. as indicated on your club permit)
2. Monthly Reporting of activities.
3. Testing at Governing Academy ( or Hdqts. as indicated on your club permit)
4. Financial Obligations
02. STIPULATIONS - All club instructors shall comply with the stipulations set forth below:
a. Rules:
1. All rules and regulations regarding Black Belts & Instructors are in effect
2. Clubs are either under the jurisdiction of a governing Academy or directly under the Country Hdqts. (or World Hdqts).
3. All uniforms and equipment is purchased retail only from the club's governing Academy (or Country or World Hdqts. as indicated on your club permit)
4. You receive 100% of lesson fees charged (or % per your individual agreement with your club facility owner)
b. Club Name - Upon receipt of written authorization (Club Permit Certificate) from the WHRDA World Hdqts. and signed by the Founder/ President, the Club shall use the name of this Association in the following manner only: HWA RANG DO® CLUB of (city / state location) and/or TAE SOO DO® CLUB of (city / state location)- an authorized club of the World Hwa Rang Do Association - or as directed on the official Club Permit certificate.
c. Licensing - All clubs must be licensed and authorized by the WHRDA World Hdqts.
1. Submit a Club Permit Application (WHRDA Form # A-017) to the WHRDA World Hdqts. prior to opening with appropriate fees.
2. Renew this Club Permit on an annual basis 30 days prior to expiration with proper fees.
d. Reporting
1. File monthly reports (WHRDA Forms # A-002, A-020) with the governing Academy or Hdqts. as indicated on your club permit license)
2. Follow up to ensure that all students are current with their WHRDA membership (that all have received their passports).
3. Report the findings of pertinent Committee suggestions to the Governing Academy (or Hdqts.) for permission for implementation (WHRDA Form # A-025)
e. Testing - All Kub testing is done at the club's governing Academy (unless indicated otherwise in writing from the WHRDA) Testing for HRD generally conducted on 1st weekend of the month. Testing for TSD generally conducted on 2nd weekend of the month. Belt Ceremonies generally conducted weekend following the test.
f. Sun Bae Committee - The Sun Bae Committee (Club instructor and highest ranking students) is the overseeing committee at the club level. It reports its meetings and findings to the Governing Academy prior to any action (WHRDA Form # A-025). This Committee meets on a monthly basis (generally on the first weekend of the month - though additional meetings can be made if deemed necessary ) This Committee consists of a Chairman ( Club Instructor), 2 Vice -Chairmen, a Secretary, a Treasurer, and additional members as deemed appropriate by the Chairman.
g. Advisory / Support Committee - The Advisory / Support Committee is comprised of distingushed individuals who will act in an advisory capacity to assist in decisions made by the Sun Bae Committee. This Committee meets as is deemed necessary by the Sun Bae Commitee. Minutes of the meeting are recorded and sent to the Secretary of the Sun Bae Committee, (or this Committee may sit in on meetings of the Sun Bae Committee as it deems necessary)
h. Student Committee - The Student Committee oversees the Special Events Committtees and assists and reports to the Sun Bae Committee. These committees meet regularly as dictated by the Sun Bae Committee. Minutes of the meetings are recorded and sent to the Secretary of the Sun Bae Committee
i. Parent's Committee - The Parent's Committee assists the various Student Committees in the implementation of the various projects of the club and reports to the Sun Bae Committee. This Committee meets as deemed necessary by the Sun Bae Committee.

a. All penalties that are applicable to Instructors apply to clubs. Penalties may be assessed upon the infringement of any rules and regulations found herein, dependent upon the severity of the infraction.
1. Failure to pay necessary annual membership fees in a timely manner may result in late charges being assessed in an amount of $ 50.00 US for each month late (starting 30 days after the due date) (hardship cases can appeal by writing to to the WHRDA for an extension or payment plan)
2. All moneys received from unauthorized instruction are subject to seizure by WHRDA.

Any terminated Black Belt / Instructor cannot teach HWA RANG DO® and/or TAE SOO DO®, and any club or place must be closed down (or switched to another licensed Black Belt/ Instructor after the newly appointed Black Belt / Instructor fulfills the necessary criteria and obtains the necessary license from the WHRDA World Hdqts. to do so)
c. In the event of termination, all certifications, passports or paperwork must be returned to World Hdqts.
1. Upon termination, the offending individual must cease using the art's name (HWA RANG DO® or TAE SOO DO® or any similar variation), master's name, techniques, uniforms, and/or patches in any commercial, noncommercial, public, or private instruction of martial arts, athletics, sports, or therapies, whether it be in person or through any communications medium .
2. If the offending individual refuses to abide by the above requirement within three months:
a. The WHRDA reserves the right to publish his/her name and a description of the violations that led to his/her termination in any medications medium, including the HWA RANG DO World Headquarters website;
b. Because the resulting damages to the reputation, coherence, and stability of the martial art HWA RANG DO®/TAE SOO DO® would be impracticable to determine or quantify, the offending individual agrees to pay the sum of $20,000 to the WHRDA as liquidated damages. These liquidated damages are to be in addition to any injunctive relief and forfeiture of profits available under applicable contracts and law.
c. If any legal action, including arbitration or an action for declaratory relief, is brought to enforce or interpret the provisions of these Rules and Regulations (regardless of whether the legal claims sound in contract, tort, or any other applicable body of state or federal law), the prevailing party shall be entitled to recover reasonable attorneys' fees from the other party. These fees, which may be set by the court in the same action or in a separate action brought for that purpose, are in addition to any other relief to which the prevailing party may be entitled.
d. Any litigation arising out of the enforcement of these Rules and Regulations shall be brought in the courts located in the State of California. Any litigation brought in federal court will be brought in the Central District of California. Any litigation brought in state court will be brought in the state courts of either Los Angeles County or Orange County. In joining the WHRDA, individuals hereby expressly consent to the exercise of personal jurisdiction by any and all courts located in the State of California for claims that arise out of their relationship with the WHRDA.

02. STIPULATIONS - All Academy owners shall comply with the stipulations set forth below:
a. Rules
1. All rules and regulations pertaining to Black Belts / Instructors are in effect.
2. Follow up to ensure that all students and Black Belts under your control are current with their WHRDA membership obligations.
3. You are responsible for pertinent information regarding WHRDA to be distributed to your students in a timely manner.
4. You receive all WHRDA sanctioned uniforms, equipment and sales items at wholesale rates, with retail profits going to the Academy.
5. You may only purchase uniforms and martial arts gear through the WHRDA
6. You receive 100 % of all lesson fees charged at your academy.
b. Academy Name - Upon receipt of written authorization (Dojang Authorization Certificate) from the WHRDA World Headquarters and signed by the President - the Academy shall use the name of this Association in the following manner only: HWA RANG DO® ACADEMY of (city/state location) and/or TAE SOO DO® ACADEMY of (city/state location - an authorized academy / club / affiliate of the World Hwa Rang Do Association) or as directed on the official DOJANG AUTHORIZATION certificate.
c. Licensing
1. Submit an Academy permit application (WHRDA Form # A-017) with the World Hdqts. prior to opening with appropriate fees.
2. Renew Academy permit on an annual basis 30 days prior to expiration with proper fees.
3. Display your Academy authorization certificates prominently.
4. The certification fees are to be renewed annually, on the anniversary of the authorized opening of the Academy; Club; or Affiliate.
d. Reporting
1. You are responsible for the proper reporting of the clubs under your control (approval of these clubs will be given in a separate club permit application).
2. File monthly reports (WHRDA Form # A-002, A-003, & A-020) with your state headquarters (if applicable) or Country Hdqts (if applicable) or World Hdqts. You will be appraised who to send your reports to.
e. Testing
1. Testing is allowed only at authorized Academy. Testing for HRD usually conducted on 1st weekend of the month. Testing for TSD usually conducted on 2nd weekend of the month. Belt Ceremonies generally conducted the weekend following the test.
2. You receive 50 % of the testing fees accrued from Kub Testing (as indicated on WHRDA Form # A-005).
3. Send 50 % of the testing fees accrued from Kub Testing to your State / Province Hdqts. (or Country Headquarters or World Headquarters). You will be appraised who to send it to.
4. Results of the numbered promotional examination (on WHRDA Form # A-002) will be sent to the applicable Hdqts. and World Hdqts.
f. Black Belt / Instructor Committee - The Black Belt / Instructor Committee (Academy instructor and Black belts) is the overseeing committee at the Academy level. It receives the reports of the Clubs under its jurisdiction, Student Committee(s), the Parent's Committee, and the Advisory / Support Committee and after review, reports its meetings and findings to the appropriate Hdqts.& World Hdqts. prior to any action (WHRDA Form # A-025). This Committee meets on a monthly basis (generally on the first weekend of the month -though additional meetings can be made if deemed necessary). This Committee consists of a Chairman (Club Instructor), 2 Vice -Chairmen, a Secretary, a Treasurer, and all Black Belts and Instructors of the Academy and its Clubs.
g. Advisory / Support Committee - The Advisory / Support Committee is comprised of distingushed individuals who will act in an advisory capacity to assist in decisions made by the Black Belt / Instructor Committee. This Committee meets as is deemed necessary by the Black Belt / Instructor Commitee. Minutes of the meeting are recorded and sent to the Secretary of the Black Belt/ Instructor Committee, (or this Committee may sit in on meetings of the Committee as it deems necessary)
h. Student Committee - The Student Committee oversees the Special Events Committtees and assists and reports to the Black Belt / Instructor Committee. These committees meet regularly as dictated by the Black Belt / Instructor Committee. Minutes of the meetings are recorded and sent to the Secretary of the Black Belt / Instructor Committee.
i. Parent's Committee - The Parent's Committee assists the various Student Committees in the implementation of the various projects of the club and reports to the Black Belt / Instructor Committee. This Committee meets as deemed necessary by the Black Belt / Instructor Committee.
03. PENALTIES / TERMINATION:
a. All penalties applicable to Instructors / Clubs are applicable to Academies. Penalties may be assessed upon the infringement of any rules and regulations found herein, dependent upon the severity of the infraction.
1. Failure to pay necessary annual membership fees in a timely manner may result in late charges being assessed in an amount of $ 50.00 US for each month late (starting 30 days after the due date) (hardship cases can appeal by writing to to the WHRDA for an extension or payment plan)

1. The WHRDA World Hdqts. will award the license of State / Province Hdqts. to only one Academy location per State / Province.
2. In certain instances, multiple academy locations may be designated as a State / Province Headquarters, though there is only one State / Province organization.
d. Reporting
1. State hdqts. receives all reports from academies and clubs in its jurisdiction and forwards these reports to Country Hdqts (or in its absence to World Hdqts.) by the 15th of each month.
e. Testing
1. Unless otherwise directed, collects 50% of testing fees from Academies / Clubs.
2. Keeps 25 % of testing fees from Academies and Clubs.
3. Forwards 25 % of testing fees to the Country Hdqts (or in it's absence, the World Hdqts).

Certificate) from the WHRDA and signed by the Founder / President, the authorized Academy shall use the name of this Association in the following manner only: HWA RANG DO® country HEADQUARTERS and/or TAE SOO DO® country HEADQUARTERS.

03. ORGANIZATIONAL STRUCTURE
a. Country Organization
1. Establishes a subsidiary Country Organization in the same format as the WHRDA, with similar functions, sending all reports to World Hdqts.
2. Appointed President of Country Hdqts sits on WHRDA Board of Directors.
3. Country Hdqts. president is responsible for drawing up the bylaws and rules and regulations that meet the legal requirements of that country. These are then to be sent to the WHRDA Board of Directors for final approval.
4. The appointed president of the Country Hdqts is responsible to obtain all necessary trademarks, service marks or their equivalent in HWA RANG DO® and TAE SOO DO® in that country. This is to be held under the authority of the WHRDA, with that appointed president acting as the WHRDA agent ( if it is not legally possible for the WHRDA World Hdqts. to do so)
